The Panama Register is the largest and one of the oldest of the open ship registers of the World, originally established in 1925. By late 1995, official statistics indicated 13,717 ships registered of 111.2 Million gross tons. Of these, 6,014 are cargo ships, 2,165 are leisure yachts, 1,345 tankers, 858 fishing boats and 651 trawlers.
This places Panama as the leading open register ahead of Liberia, Cyprus and Bahamas. These ships are owned mainly by Japanese (60% of the ships) and Greek (30%) interests. 60% of new buildings around the world are entering the Panamanian Registry. Just during early 1997, 220 new buildings were registered.
Vessel Registration |
The enrolment consists of two stages: provisional and permanent. ISB Panama assists in processing the initial paperwork with our in house Panamanian legal team.
The temporary documentation including a provisional Certificate of Registration (also known as “Patente”), valid for 6 months and a provisional Radio License, valid for 3 months will be necessary. The procedure is straightforward and is usually completed within the same day, as soon as registration fees and first year's annual charges are paid to us.
Supporting Documents |
After the preliminary data about the vessel and the parties is collected the following original documents must be filed at the time of registration.
Please note that all documents must be notarized. The notary's signature must, in turn, be authenticated and this process can take different forms:
- Power of Attorney: the Ship owner must appoint a practicing Panamanian lawyer (ISB Panama) as legal representative of the vessel.
- Corporate Resolution: If a corporation submits the registration application, the authority of its representative must be clearly established.
- Deletion or Cancellation Certificate: (Does not apply to new vessels). Issued by the authority of the former country of registration, this document indicates that the vessel is no longer registered under their flag and that it is free from mortgages or encumbrances.
- Title of Ownership (two copies): Bill of Sale, or Builder’s Certificate in the case of a new vessel.
- Acceptance of Sale: the buyer must state his approval of the sale transaction.
- International Tonnage Certificate, or Certificate of Admeasurements. Certified by the surveying company, does not need to be notarized.
