CORPORATE OBJECTIVES OF AGEPE

The Agence d'Etude et de Promotion de l'Emploi (AGEPE) is an observatory for job opportunities, professions, training and employment promotion.

SERVICES

- Publishing of information on employment, jobs and training;

- Receiving and counselling of job applicants;

- Screening and recruitment of candidates, liaison between applicants and employers, hiring of manpower and human resources consulting;

- Providing assistance to professional retraining, adjustment and re-deployment programmes;

- Issuance of certification for job contracts;

- Studying of projects, sourcing of funds, advising and monitoring the establishment of micro companies;

- Payment of unemployment benefits;

ACTIVITIES

AGEPE is charged with

- setting up a database on employment, job opportunities, unemployment and training;

- producing and distributing all documentation on employment and training as well as results of surveys conducted;

- seeking of financing for employment programmes, in collaboration with the Economic and Finance Ministry;

- implementing the employment and training programmes initiated by the Government;

- undertaking every action leading to better employment and training;

- taking records and compiling a list of job applicants;

- exploring the job market with a view to obtaining employment for job applicants;

- providing advice on human resource recruitment and management;

- screening and counselling job applicants;

- certifying job contracts for non-Ivorian workers;

- undertaking the administrative and financial management of unemployment benefits.

ORGANISATION

- A single General Management that is competent and capable of providing efficient and specialised service;

- Two (2) Technical Departments namely:

The Employment, Job Opportunities and Training Observatory Department; and

The Employment Promotion Department.

1. Employment, Job Opportunities and Training Department

Produces and manages information relating to the employment market } Better observation for better response

Its studies are mainly centred on:

- List of employment and job opportunities;

- Training sectors likely to bring about employment;

- Setting up mechanisms for monitoring University and Technical Education graduates as well as those with professional training;

- Assessment of the impact of macro-economic policies on employment;

- Assessment of the competitiveness of the manpower in Côte d'Ivoire;

- The compilation of national skills.

2. Employment Promotion Department

Attends to job applicants; Designs and implements selected employment actions and programmes viz.: salaried employment, freelances and self-employment.

Promotes and develops employment for proper insertion.

Employment promotion actions

- Prospecting for job opportunities and placement of applicants in companies;
- Adaptation training for specified applicants to meet job market demands.

National job creation programmes

P.A.E.

Programme d'Aide a l'Embauche (P.A.E) (i.e. Employment assistance programme).

The aims of the P.A.E. are:

- to enable companies recruit and train according to their needs, suitable manpower and young graduates through attachment programmes to ensure better job conditions.

- to enable applicants benefit from either attachment programmes in companies or suitable adaptation training programmes to improve their employability.

P.M.E.R.P.

Programme de Maintien dans l'Emploi et de Reconversion Professionelle (P.M.E.R.P.) (i.e. Job retention and re-deployment programme).

PMERP provides

- an institutional framework for companies and attachment workers that would bring about labour policies for professional reinsertion.

- those unemployed for a long time, suitable training opportunities to ensure their re-deployment and a recycling of their skills as well as assisting in their professional reinsertion.

P.C.M.E.

Programme de Creation de Micro-Entreprise (P.C.M.E.) (i.e. Programme for the creation of micro-companies).

PCME aims at creating self-employment through independent micro projects for all categories of unemployed with entrepreneurial abilities.

P.I.J.R.

Programme d'Insertion de Jeunes Ruraux (P.I.J.R.) (i.e. Programme for the reinsertion of rural youths)

PIJR aims at encouraging co-operative spirit among rural youths. It also aims at developing employment and revenue generating activities for them.

P.S.I.F.

Programme Special d'Insertion des Femmes (P.S.I.F.) ( i.e. Special programme for the insertion of women).

PSIF is a gender programme that aims at instilling a sense of co-operative and start co-operative movements among women. It also aims at developing employment and revenue generating activities for them.

P.S.C.E.

Programme Special de Creation d'Emploi (P.S.C.E.) (i.e. Special programme for job creation).

PSCE aims at:

- carrying out integrated training programmes leading to employment and setting up businesses for young school drop-outs;

- creating general employment through collective projects of interest carried out by youth and women groups.

To fully achieve its mission, AGEPE aspires to cover the entire national territory.
