What is CIEN?

The National Economics Research Center is a private, non-partisan and non-profit institute, founded in 1982.

MISSION

The mission of CIEN is to impel the economic development of Guatemala through the technical study of economic and social problems of the country. The analysis allows for a full knowledge of these problems and the proposal of concrete solutions that are consistent with the national reality.

PRINCIPLES

Individual Freedom

Individual freedom is considered to be the only way in which every individual is able to develop its capacities, oriented at the achievement of personal goals. This implies the reduction of the arbitrary coercion of the State.

Rule of Law

The rule of law means that a constitutional order should be in force, with stable, general and equal laws for everyone, which is respected by the State. It consists of the reduction to the minimum possible of the coercion of the citizens by the State, in the respect of private property; and in the freedom to produce, trade and consume without privileges.

Free Market Economy

The free market economy is a social system of work division that seeks the common welfare through the spontaneous cooperation of people. It is based on the price mechanism as the basic information system, requires free competition and defines the role of the State in society as a subsidiary one. This system permits the best use of the productive resources by means of free exchange of private property.

A Subsidiary State

A subsidiary State should not take on functions that can be performed better by citizens, individually or freely associated. The State is not the main promoter or agent of collective progress. Its role should be the reinforcement of conditions that permit the best achievement of individual and united efforts.

Solidarity

Solidarity in the search for common welfare for all people implies a social development strategy congruent with economic growth, which translates in the participation of a higher amount of Guatemalans in the productive process. The social strategy pursues the progressive elimination of extreme poverty.

ORGANIZATION



The CIEN-organization consists of an advisory board, a board of directors, associated researchers and administrative personnel. The board of directors manages the activities of the institution, and is formed by a President, a Secretary, a Treasurer and two Vocals.

HUMAN RESOURCES

CIEN has a team of associated investigators specialized in economical, social and juridical analysis. Professionals from other areas also participate in specific projects, depending on the topic or study. In special projects CIEN can count on the advice of foreign consultants that supports the labor of CIEN´s investigators.

FIELDS OF ACTION

CIEN is active in the following research fields:

Economic Area

Foreign Trade, Macroeconomics, Exchange Rate Policy, Fiscal Policy, Public Expenditure, Deregulation and Privatization, Infrastructure, Evaluation of Public Investment Projects, Financial System, Environment.

Social Area

Education, Employment, Health, Housing, Social Security, Decentralization, Poverty, Violence, Corruption.

PROGRAMS

CIEN performs the following programs to realize its objectives.

Executive Branch Support Program

The purpose of this program is to analyze the economic and social issues of the ministries and entities related to them, and propose recommendations for economic and social policy.
Legislative Branch Support Program - PAL

PAL is a contribution to the Congress of the Republic of Guatemala, and consists of the analysis of the existing laws, projects of law and the creation of new laws, related with Guatemala´s economic and social environment.

Economics Course for Journalists

This course is aimed at training journalists and providing them the basic tools for economic analysis. Moreover, CIEN offers a monthly presentation on a current topic to journalists.

Economics Training Program

Consists of courses and conferences dealing with the application of the economic theory in problem analysis and the influence of economic variables in managerial decision taking.

Consultancies and Specific Studies

On request of national or international entities CIEN participates in research projects related to the areas of its interest. Studies and consultancies have been elaborated for UNICEF, INCAE, IDB, World Bank, USAID, CIPE, UNDP and for OPS. As a member of the International Center for the Economical Development - CINDE -, CIEN has participated in studies at a Latin-American level.

PUBLICATIONS

Lineamientos de Política Económica y Social para Guatemala 2000 - 2003

This project was elaborated in 1999, and consisted of a set of recommendations oriented at guiding the economic and social policy of the country for the period 2000 - 2003.

Carta Económica

A monthly publication about economic and social topics, made up of a short diagnosis and specific recommendations.

Document of restricted circulation and occasional frequency, in which existing laws and new projects of law are analyzed.

Temas Públicos

Occasional publication of restricted circulation, where issues of general interest with a social, economic and judicial impact are analyzed.

Justice

The rule of law seeks equality before the law, without privileges and for everybody. The Constitution has to limit the power of the State. Justice has to be applied uniformly, promptly and efficiently.

Liberty

A liberal social order allows best the development of the potential of the Guatemalans. Liberty can be defined as the absence of the use of force (or the threat to use force) and the absence of deception in the voluntary transactions between men. Liberty is one and undividable and its responsible exercise includes the respect for the freedom of others.

Development

The function of every social organization is the purchase of common welfare. The task of the State is to promote common welfare or the combined economic and social conditions that allow all citizens to reach full personal achievement. Economic growth is the only way to increase the well-being of the Guatemalans.
