Foreword
The Roads Directorate of Serbia is responsible for maintenance, protection, utilization, development and management of arterial and regional roads of the Republic of Serbia.
The Directorate is faced today with tasks of prime national importance in the domain of preserving, further constructing and upgrading the roads network of the Republic of Serbia.
This publication was prepared having in mind the need to inform in broadest terms Yugoslav and international public, as well as specialized institutions, organizations and individuals working in the field of road and traffic engineering. It is hoped that the publications shall present basic information about the conditions and future development of the roads network of Serbia, organization and activities of the Roads Directorate making thus the first step in establishing contacts for future co-operation.
General Data
Arterial and Regional Roads
The Republic of Serbia is the owner of network of arterial and regional roads the value of which is estimated at US $ 13 billion. Serbia is a European state; it has a medium population density and a well-developed road network.
The road network of the Republic of Serbia is 40,845 km long, out of which:
- 5,525 km are arterial roads,
- 11,540 km are regional roads, and
- 23;780 km are local roads.
This network has:
- 2,150 km of roads belonging to the European system of roads (E roads)
- 380 km of toll highways with separated lanes, and
- 165 km of toll highways without separated lanes.
Bridges and tunnels
There are 2,570 bridges with a total surface of 772,000m2 on the roads of the Republic of Serbia (except the territory of Kosovo), out of which:
-214 bridges are on highways
-994 bridges on arterial roads, and
- 1,362 bridges on regional roads.
Organization of the Roads Directorate
After the Second World War up to 1962, Governmental authorities such as the Directorate managed the roads for Roads. From 1962, the management of roads is taken away from administrative establishment and becomes an economic category with road companies having the responsibility over the management, and councils of customers as separate entities controlling such companies. Since the eighties up to the present time, government-established companies are entrusted with the management of the road. Since 1998, the Directorate for roads for the Republic of Serbia is a separate republic organization which performs all professional work related to the construction, reconstruction, maintenance, protection, utilization, development and management of arterial and regional roads of the Republic of Serbia. With the consent of the Government of the Republic of Serbia, the Directorate for roads mixed, intermediate and annual programs of construction, reconstruction, maintenance, protection, usage, development and management of arterial and regional roads.
Financing
After the IIWW until 1996, public roads were financed entirely from state budget. Since 1996, the financing of roads has been largely transferred to the road user. From 1961, when road usage compensation from retail prices for fuel was introduced, until 1992 such compensation accounted for 80% of total regular revenues. During the period from 1992 until 1996, roads were financed from state budget and until 2001 the basic source of financing of roads in the Republic of Serbia was the toll that is the compensation for the usage of highways (in some years, the toll made 90% of the regular revenue).
Construction and Reconstruction
The Directorate of Roads of the Republic of Serbia implements investments on arterial and regional roads, associated structures and facilities, traffic signalization and equipment, all in accordance with the law, regulations and other conditions.
After public tendering, on the basis of the main design and in accordance with the law, regulations and other conditions, the works are awarded to the most favorable tender. Before the introduction of sanctions, such tenders were mainly financed from foreign sources (World Bank and European Bank credits), while domestic financing sources were smaller contributors. During the sanctions, the financing was limited and exclusively from our sources.
In the Directorate for Roads, senior technical associates has successfully contributed to the preparation and elaboration of tender documents, award of contracts, coordination, supervision of dynamics of performance, supervision of implementation of contracts, compliance with the technical description and contract conditions, overall supervision and quality control. The supervision, quality and quantity control of work performance were contracted to specialized and professional organizations, equipped for such kind of activities.
Following precise stipulations of foreign creditors and in full compliance with laws and regulations and using the services of professional organizations, the Directorate streamlined and made use of investments. Understanding that construction of highways entails especially high technological demands, conditions and high construction prices, the Directorate has established a Highway department using skills and services of most experienced technical associates
