operating in fishing industry that received attention
for rehabilitation in the mid-1980s, especially in Na-
mibe and Benguela provinces.
The main fishing resources are located in the prov-
inces of Bengo, Benguela, Cabinda, Luanda, Kwan-
za Sul, Namibe and Zaire that present numerous
small areas of water ideal for fish breeding.
Like minerals and oil, fish have the potential to con-
tribute to economic development. Around two-thirds
of fishers in that country are employed in the artisa-
nal subsector. Stock surveys indicate an exploitable
biomass of 560 000 tonnes.
In addition to industrial fishing, the authorities sup-
port the promotion of aquaculture and artisanal
fisheries subsectors to increased the income for the
fishing communities as well as the revenue for the
Government that aims to anticipate the fish demand
at 33 Kg per head per annum.
Currently, the country exports only about 5% of its
total fishcatch to international markets and most fish
are produced for domestic consumption.
Angola has been building up its fishing fleet with the
support of China, Poland and Spain. FADEPA (Fun-
do de Apoio ao Desenvolvimento a Pesca Artesanal)
has already received approximately fundings of US$
110 million (respectively US$ 250 million, US$ 27,5
million and € 81 million). In February 2009, FADEPA
received 440 vessels, of which China provided 250
and Spain 190.
To support the growth of this segment, the strategy
consists in consolidating the existing markets and
establish effective production chains towards the

ers : Cela/Catofe, Huambo and Matala/Capelongo.
The production of these centers covers only 47% of
national needs with only 200 million liters. Huíla, Na-
mibe and Kwanza Sul provinces also produce milk.
To extend the production, natural environments im-

consumer. This include for instance the setting of re-
liable cold chain and infrastructure networks.
With the right investments, aqua farms could create
professional employment and steer the artisan fishing
industry into the formal economy. Increased production
levels would contribute to strenghten food security, as
well as potentially help diversify Angola’s exports.
LIVESTOCK
Similarly, livestock production has declined. Both
cattle and pigs are raised, but production fell from
36,500 tons slaughtered in 1973 to only 5,000 tons
in the early 1980s.
Latest data provided by the United Nations amounted:
• cattle 4,16 million heads
• chickens 6,8 million heads
• goats 2,15 million heads
• 340,000 heads of sheep
• 780,000 heads of pigs
