OVERVIEW
Significant investments have been done in trans-
ports as the integration of sea, rail, road and port
transports will provide a high value strategic service
in the region in the medium term. The revitalisation
and upgrading of Angola’s rail and port infrastructure
remain a priority in the transport sector although pro-
gress has been slow due to global economic down-
turn and a series of technical, operational and ad-
ministrative issues. The total transport expenditure
planned in 2011 is close to US$ 2,7 billion (5,8% of
the national budget).
The 2010/11 National Plan (Plano Nacional 2010/11)
deals with infrastructure development and outline
policies to improve access to water and sanitation,
transportation, energy and telecommunications. To
support these developments in the most important
economic sectors (transport, energy, agriculture and
fishing), 13,4% of 2011 budget amounting US$ 6,1
Bn have been allocated to the National Plan.
Angola totals 74,000 km of roads, 24,000 km of
which being the primary network. A total of 5,600
km of roads were rehabilitated between 2008 and
2009. The INEA (Angolan Roads Institute) plans to
improve an additional 13,000 km of road and 843
bridges in the short term.
Most remarkable projects include the connection be-
tween Soyo and Cabinda, with the biggest bridge in
Austral and the coastal road from Benguela to Na-
mibe. Road construction has been mainly executed
by Chinese companies
AIRPORTS
There are 193 airports in Angola, of which 31 cur-
rently have paved runways.
Huambo, Cabinda, Lubango and Catumbela might
host international airports in the future. Another in-
ternational airport is under construction. The airport
is set to become the largest airport in Africa with a
terminal building area of 160,000 m.
Luanda International Airport 4 de Fevereiro has
recently tripled its capacity from 1, 2 to 3,6 million
passengers after US$ 153 million were invested by
ENANA (Empresa Nacional de Aeroportos e Nave-
gacao Aerea) to upgrade its facilities. Programs for
the construction and renovation of airports in Angola
are undergoing in the 18 provinces. For example,
the airport of Malange has just re-opened in Febru-
ary 2011, with a new passengers terminal, landing
Mukanga’s aiport in Lubango
road, taxi-way and a departure lounge with capacity
for 168 people while only 25 passengers could be
attended in the past. Kuito, Saurimo and Luena were
also re-opened recently.
TAAG Angola Airlines is the national flag-carrying
airline in Angola and one of the most successful air-
lines in Africa. TAAG flies domestically and to South
Africa, Namibia, Zimbabwe, Democratic Republic of
Congo, the Republic of Congo, São Tomé and Prínc-
ipe, RCA, Cape Verde, Benin and Cameroun. Other
flights available to Portugal, UK, Italy, Germany,
France, Belgium, Russia, Brazil, United Arab Emir-
ates and China. There are a number of international

PORTS
The 4 deep water sea ports are Lobito, Cabinda y
Namibe and Luanda that generates currently 70%
of total imports/exports (excluding oil). Other ports
include Soyo and Malongo. In total, over 14 million
tons of goods have been handled in Angola where
foreign trade depends almost entirely on the coun-
try’s ports. 95% of imports pass through Angola’s
ports. Considerable amounts of money have been
injected to improve the capacity of the ports.
In 2010, US$ 350 million have been invested to
restructure the harbour and the facilities of port of
Luanda, which is considered the 10th port in Africa.
Located 8º47’ S and 13º14’ E in the bay of Luanda,
the harbour has 2738 m of piers, divided in 7 cargo
terminals working 24h a day) and a logistic platform
for oil industry. 18 warehouses provide 55,000 m of
covered storage. Currently, the port has the capac-
ity to unload at the same time five ships, from 10
