Article 18. Postal communication
Postal communication of the Kyrgyz Republic represents
the whole network of institutes, enterprise and
transport means, providing receipt, carriage and
delivery of postings, as well as providing other
services on contract base.
State enterprise of postal communication form
the whole post territory for mutual exchange of
postings and are in possession of state executive
organs of the Kyrgyz Republic in the sphere of
postal communications and provide services on
receipt, processing, sending and delivering written
correspondence, money transfers, carriage of mail
both inside and outside of republic and payment
of pensions and allowances.

Non-state enterprises provide post service on
the base of license, given accordingly to established
by present law order.
Freedom of postings and mail transit is guaranteed
on the whole territory of the Kyrgyz Republic.
Enterprise of postal communications can provide
services of electro-communication via communications
terminals on contract base with services and operators
of electro-communication.
Article 19. Using transport means for mail carriage.
Enterprises of communication have the right to
carry mail by all ways and lines of railway, air
and automobile transport according to contracts.
State authority organs, local authorities, enterprises,
institutes and organizations, transport means
of which are used for mail carriage, are duty
to assist the fastest carriage of all mails by
destination, being sent by enterprises of communication,
and to provide their safety.
No transport enterprise of republic can refuse
to conclude agreement to carry mails by regular
inter-city and international ways transport means
move.
Article 20. Post marks
Issue of postmarks and other signs of post payment
to circulate is the exclusive right of Ministry
of transportation and communication.
Article 21. Safeguarding secret of information
transmitted by communication means
Secret of correspondence, telephone talks, telegraph
messages and other which are transmitted by communication
means, is protected by law.
Enterprises of communication of all property forms
are duty to take necessary organizing-technical
measures to protect in formation.
Unpacking and watching post correspondence and
document messages, getting necessary inquires
about them, accomplishing control for technical
channels of communications including hearing telephone
talks at enterprises of all property forms are
prohibited except as described in legislation
of the Kyrgyz Republic.
Enterprises of postal communication have the right
to withdraw in established order prohibited to
mail posting' inserts (guns, poison, highly inflammable
substances and others). Order of withdrawing mentioned
above postings with not found addressee is regulated
by post normative acts.
Article 22. Customs control
International postings moving through the customs
border of the Kyrgyz Republic are presented to
control of customs organs by enterprises of communication.
Post enterprises of communication are duty to
show consumers the list of postings carriage of
which through the border is prohibited.
Watching international postings is fulfilled with
customs organs in case and in order established
by legislation of the Kyrgyz Republic.
Import onto territory of the Kyrgyz Republic of
radioelectronic means and high frequency devices,
technical means giving radio frequency radiation
or being source of electromagnetic waves is realized
under permission of National communication agency.
