The decentralization that took place within the postal service, and which made its organization and management more agile and efficient, can be understood as a vote of confidence and support on behalf of the President of the Republic for this institution to have greater autonomy and to develop a strategy to overcome the problems that had accumulated in the area of public administration, and which had remained at the margin of modernization.
