On June 1999, the United Nations Security Council adopted Resolution 1244 that authorized the creation of the United Nations Interim Administration Mission in Kosovo (UNMIK). The objectives of UNMIK are to build and maintain peace, democracy, stability and to create a self-government in Kosovo, for these reasons the organization acts as an interim administration for the region.

Under resolution 1244 Kosovo has an Interim Government positioned by UNMIK (www.unmikonline.org) . The newly created government is currently presided over by the Special Representative of the Secretary General, SRSG Mr. Michael Steiner. The constitutional framework for the provisional self government aims at putting the people of Kosovo in the "drivers seat."

This will be achieved by handing over as many government functions as possible to the Provisional Institution for Self Government (PISG). Areas to be handed over will include control over private sector development and industrial policies as well as Public utility regulation, all of these areas will eventually be transferred completely to the PISG.

In addition the SRSG Mr. Michael Steiner, also assumes the ultimate political responsibility for the management and oversight of SOE's (Socially Owned Enterprises) and Public enterprises as well as the implementation of the privatization program. This program will be organized by the soon to be established privatization agency, the Kosovo Trust Agency (KTA).

In order to administer Kosovo effectively a four-pillar structure was conceded. Each pillar is responsible for the different areas of administration and institution building.

Pillar I: Police and Justice (UN)
Pillar II: Civil Administration (UN)
Pillar III: Democratization and Institution Building (OSCE)
Pillar IV: Reconstruction and Economic Development (EU)
These pillars have been instrumental in developing and creating Kosovo´s first democratic institutions after the war. The first 18 months of UNMIK´s mission in Kosovo have been spent re-establishing the regions central and municipal administration network and basic services. In May 2001 the essential framework for Provisional Institutions of Self-Government (PISG) were established. These defined the structure, organizational roles and responsibilities of the President and Assembly of Kosovo as well as that of the infant Government of Kosovo.

On the 17th of November 2001 Kosovo´s first post-war general elections were held, and a month later on December 10th 2001 the Assembly of Kosovo was inaugurated. The Assembly is made up of 120 elected seats, with 20 set aside for minority representation, which are appointed by the President of Kosovo, a position currently held by Mr. Ibrahim Rugova. The presidency is also responsible for electing the Prime Minister of Kosovo, a position held by Mr. Bajram Rexhepi. The Prime Minister and leader of the LDK party (Democratic league of Kosovo,) is then responsible for the nomination and formation of a cabinet of ministries and ministers. The main rival parties for this year's elections are the PDK (Democratic Party for Kosovo) and the AAK (Alliance for the Future of Kosovo)
