Presentation

Kyrgyz Railway department is a structural unit of the Ministry for Transport and Communication of the Kyrgyz Republic. The total length of Kyrgyz Railway makes up to 423.9 km. Kyrgyz Railway is a participant of the following Committees : Railway roads cooperation organization, Organization for Economic Cooperation and Directorate of the Board of railway transport of CIS countries-participants

Activities of Kyrgyz Railway



The main activities of Kyrgyz Railway are transportation of cargo and passengers.
Transportation of cargo is implemented in any direction in open and closed carriages and tanks, 3 and 5 tons containers and 20-pound containers.
Except servicing transportation process, the structural units of Kyrgyz Railway are implementing additional services and works for organizations and population of the Kyrgyz Republic: construction-repair, joiner's, electric-montage works, polygraphic and computer services and also produce and sell iron-concrete items, construction materials, metallic garages, country houses, etc.

Projects



It is necessary to connect the north and south of the republic through railway, in particular Balykchy - Jalal-Abad - China. Speaking on today's situation of the railways, the Minister of Transport and Communication of Kyrgyzstan, Mister Kubanychbek Jumaliev, told in an interview to the "Kabar" Agency, that he has paid attention that Kyrgyz railway is a stub track, has no continuous extent and is divided into two parts - northern and southern. Absence of reliable regular communication between the two developed regions of Kyrgyzstan - the north and the south, creates economic, social and political problems. Connecting the stub tracks of northern and southern industrial regions of Kyrgyzstan will provide reliable inter-regional transport communication on the basis of economic and political unification within the state. In words of K. Jumaliev, the main task of the Kyrgyz railway transport is public conveyance and freight traffic from CIS countries.

The Transcontinental railroad

The state directorate on designing and construction of trunk railroads under the Government of the Kyrgyz Republic was established in 1998. The directorate is responsible for finding investors to design and construct the transcontinental railroad "Jalal-Abad-Torugart-Kashi (China)". Chinese side is interested in constructing the road section within Chinese territory. This will be the shortest road linking Europe and Asia. The project cost is USD 2 - 2.5 billion. The length of the road is 319 km. The government plans to attract big investors to implement this project according to the "construction-operation-transfer" mode. The German and Japanese Governments are interested in donating the money for feasibility study for this project.


There are several large railroad networks, which include the Russia-Mongolia-China branch, the Europe-central Asia branch, and the Caucasus-Central Asia branch currently serving the region. Now Kyrgyzstan has potential to construct a railroad of considerable importance. This railroad will allow trains to go through Kyrgyzstan from north to south and from west to east.
Railroad transportation

There is a project of electrification of the "Lugovaya - Alamedin" section of the railroad. The project envisages upgrading of current capacity of this section, because, due to electrification, speed and carrying capacity of the trains will grow by 20 per cent. This project implementation will allow to improve labour conditions of locomotive brigades and to prevent air pollution with exhaust fumes from diesel engines. The project cost is USD 97.58 million.

The railroad department under the Ministry of Transport and Communications needs equipment for major repairs of cars. Since there is no complete set of equipment, the department has to make arrangements for the repairs of cars in Kazakhstan. The project cost is Kyrgyz som 59.98 million.
Currently, the Kyrgyz Railroad has difficulties with fitting trains for long distance routes, because of significant wear-and-tear (service life of more than 30 years). There is a need to buy 60 more cars. The project cost is USD 45 million.

New Railroad project

The Law draft on construction of new railroad from Kyrgyzstan to China should have priority meaning for Kyrgyzstan. Legislative Assembly of Parliament accepted the law draft at the end of December last year.

The road with a length of approximately 600 km. is supposed to build from Balikchi town through southern towns Kazarman and Jalal-Abad and further through Torugart pass (above 3 thousand meters from the sea level) to China. 2-2.5 billion dollars are needed for the project, that will last 6 years. Its cost will be covered in 15 years and will start to bring an annual profit of 200-300 million dollars.


Neighbouring Uzbekistan is interested in construction of another road going through more southern Kyrgyz pass Irkeshtam. According to the words of Mister Tekebaev, Kyrgyzstan nowadays pays annually 50 million dollars on an annual basis for using railroads.

According to the agreements of three state heads - Chinese People's Republic, Kyrgyzstan and Uzbekistan - the project on construction of railroad highway by the route Andijan-Jalal-Abad-Fergana-Kashgar, with a cost of 2 billion USD, will be implemented. The part of road with length of 590 km. will pass through Kyrgyzstan territory.

According to preliminary estimations of the three-side committee, Kyrgyzstan will get more than 200 million USD per year from exploitation of railroad highway. It was informed by deputies of Legislative Assembly of Kyrgyz Parliament, initiators of the Law "On priority of constructing railroad Jalal-Abad-Kazarman-Torugart with going out to China" I. Kadyrbekov and O.Tekebaev during the press conference. This Law was accepted by chamber at the end of December 2002 and sent for signing to the President of the country. The most important is that supporting the project with the law guarantees favourable conditions for the investors and promotes ensuring them with confidence in cooperation with Kyrgyz side. It is expected that approximately 50 thousand working places would be created during construction.

The work on construction of railroad Torugart-Jalal-Abad-Andijan which was intensively worked out by specialists during last 4 years entered its final phase. Now the preparation of interstate agreement on construction of road is started. Simultaneously they are forcing preparation of technical and financial package documents.



Chinese authorities made political decision by supporting northern version of railroad construction Torugart-Arpa-Uzgen. The route of Trans-Euro-Asian highway, approved by powerful neighbour, will connect both regions from Beijing to Paris and take out Kyrgyzstan from transport dead-end. Without doubts, it will give powerful push to social-economic development of country. Benefits for state will reflect not only in $200-250 million of direct annual profit - under existing tariffs! - from transit cargo and passenger transportations. The Republic could earn more profits on exploiting richest natural resources in the regions which was difficult to reach earlier: highway will allow to start to mine biggest layers of coal, iron, aluminium raw material.
