THE LIBERIA TELECOMMUNICATIONS CORPORATION AT GLANCE

The Liberia Telecommunications Corporation is a public-owned corporation established in 1973 through legislative enactment to plan, construct and operate telecommunication facilities in Liberia. Since its establishment, the Corporation has remained the major provider of telecommunications services in Liberia.

Prior to the civil crisis, the Liberia Telecommunication Corporation provided 10,000 direct exchange lines nationwide, of which Monrovia, the capital, accounted for 80%.

Presently, the public switched telephone network of Liberia consists of a Standard A IDR satellite earth station, an F3 terminal, an LM Ericsson international switching center, an LM Ericsson national transit switching center with a 2048-line subscriber stage, a 2000-line wireless switching system with 250 wired lines, a 5000-line LM Ericsson analog local exchange, a telex exchange and an external plant network. The capacities of all of these exchanges have been fully exhausted.

The corporation maintains direct circuits with MCI and AT&T of the United States, British Telecom and Telecom Italia. The corporation is currently providing telephone services in the three rural cities of Gbarnga, Sanniquellie and Ganta via INMARSAT terminals. Telephone service is also provided in the rural city of Kakata via the wireless switching system in Monrovia.
However, as a result of the civil war in Liberia, the facilities of the Liberia Telecommunications are in a poor state. The AXE-10 switches, which were commissioned in 1989, have been operated under unfavorable conditions due to the unavailability of spare parts. As a result, the switches are unstable. The ARF 102 analog exchange, which was commissioned in the early 1960's, is plagued with cross-talk and frequent failures.

A new reality has unfolded with the Government of the Republic of Liberia deciding to liberalize the telecommunication sector of the country. This development has resulted in the emergence of new entrants in the areas of cellular and internet services. In the face of competition, the Corporation is undertaking initiatives to remain a major player in the sector.

With the population of Monrovia estimated at one million inhabitants, there is a significant suppressed demand for telephone lines. Due to limited capacity, the waiting list consists of more than 25,000 potential subscribers.

In order to improve services and expand the system, the Corporation intends to undertake the following projects:

1. Rehabilitation of the national transit and internal AXE-10 digital exchanges;

2. Procurement and Installation of a national transit exchange, and international gateway and a local exchange;

3. Rehabilitation of the external plant network;

4. Reconstruction of the rural telecommunication network of Liberia;

5. Procurement and installation of a cellular network;

6. Procurement and installation of equipment for providing Internet service to the public.

In pursuance of these goals, the Corporation invites proposals from reputable telecommunications firms and financiers for extending loans to or forming a joint venture with the Government of Liberia. The financial terms and technical requirements of such proposals are negotiable.
