Mr Constantinescu, the Ambassador of Romania to Belgium,

Born in 1931 in Bucharest, Romania. Educated in Romania (MS in Aeronautical Engineering in 1952, Ph.D. in Fluid Mechanics and Aerodynamics in 1956). Starting 1952 he was active in university teaching and research in applied mechanics, particularly in viscous fluid mechanics and fluid film lubrication (gas lubrication, turbulent lubrication, influence of the inertia forces at high values of the Reynolds number). Author of 18 books and over 200 papers. His results acquired even since the 50's a certain international reputation. He spent one year in US as a visiting scientist at Mechanical Technology Inc., Latham, NY (1969-1970) and about two years as a visiting professor at Rensselaer Polytechnic Institute, Troy, NY, under a NSF joint research program, entitled
"Fluid Mechanics and Turbulence with Application to Tribology". Four of his books were translated into English and published in US (1968 by the US Atomic Energy Commission, 1969 by ASME Publication, NY, 1985 by Allerton Press, NY and 1995 by Springer, NY).
After 1989 he was elected president of his university as well as President of the Romanian Rector's Conference (1990-1992) and participated actively in a number of Transatlantic Dialogues. Elected member of the Romanian Academy in 1990. He is also member of a number of international academies and Doctor Honoris Causa of the Universities of Poitiers, France, Cluj and Timisoara, Romania. He served a four-year term as President of the Romanian Academy (1994-1998). He was awarded several national and international prizes, the last one being the U.K. "Tribology Gold Medal" in 1996. He was also distinguished by France as "Officier de l'Ordre de la Legion d'Honneur", 1995. Appointed Ambassador of Romania to Belgium in October 1997.
