The Moscow Chamber of Commerce and Industry was
founded by leading Moscow enterprises and organisations
in 1991. The main goals of the MCCI's activity are
the revival of the historic traditions of Moscow
entrepreneurship, the development of Moscow business
(its integration into economic system of the Russian
Federation) and the formation of up-to-date industrial,
financial and trade infrastructures.
The MCCI co-operates with the Government of the
Russian Federation and the Moscow City Government
for the formation of perfect conditions for business
both in Moscow and in Central Russia, the institution
of international business relations and assertion
of domestic enterprises' interests.
CREATION:
On December 12, 1991, on the initiative of Moscow
entrepreneurs and based on the support of the
recreated CCI of the Russian Federation, the Moscow
Chamber of Support and Industry was thus finally
and legitimately established. The MCCI entered
state registration files on January 29, 1992 as
a non-state, non-commercial organisation.
MCCI is part of the unified single system of CCIs
in the RF operating in compliance with the RF
Decree on the "Status of Chambers of Commerce
and Industry in the Russian Federation".
Its Statute, the Rulings of the President of the
RF, the legislative and standard legal provisions
and acts by the Moscow Municipal Duma (Deputies'
Assembly) and the Moscow Government.

THE POSITION OF MCCI IN THE MOSCOW BUSINESS
SYSTEM
The bulk of the Chamber's activities are laid out
by establishing Trade Associations, or Guilds, which
pull together inter-branch enterprises on the basis
of non-commercial partnerships. Trade Associations
of the kind made for Unions let their members consolidate
efforts in terms of protection of rights and promotion
of interests.
The Guilds pursue expert assessment of enterprise-members,
appraise the level of the taxation burden, draft
recommendations aimed at increasing production potential,
examine the issues of sales enlargement, estimate
investment proposals and business plans, elaborate
measures to combat monopolies, improve the mechanism
of distribution of state orders and engage in inter-regional
and foreign economic pursuits.
The strategic objective of the Chamber consists
of the promotion and development of Moscow-based
entrepreneurship. Consolidation of favourable pre-conditions
for enlargement of trade-economic and scientific-technical
ties between the Moscow business community and their
counterparts in various regions of the Russian Federation
and overseas, safeguarding the interests of entrepreneurs
in the legislative, executive and judiciary bodies
and in international organisations as well as in
drafting and implementing regional economic programs
and investment projects.
By the beginning of
2000, MCCI was pooling 1220 enterprises in the capacity
of its members. Among those: state owned enterprises
- 10%, joint stock companies - 79%, private firms-
2%, entities with mixed foreign capital -0.7%, regional
business associations - 4%, credit and financial
organisations- 2%, other actors of economic activity
-4.3%.
PARTICIPATION IN THE LEGISLATION
PROCESS
Over the years, MCCI has been actively involved
in the expert assessment of nearly all bills of
legislation, regulations or other standard legal
acts touching upon the interests of entrepreneurs.
EXHIBITIONS AND FAIRS
MCCI is productively concentrating upon exhibitions
and fair activity. It offers its members the entire
range of services covering participation in exhibition
events. The most successful exhibitions include
the first Moscow interregional Exhibition Fair
"Export Capabilities of the Central Russia"
in 1999, the International exposition "Export
Capabilities of Russia - Year 2000" in Istanbul,
in Turkey and the Hanover industrial exposition
of 2000.
A BRIDGE BETWEEN FOREIGN AND RUSSIAN BUSINESS
COMMUNITIES
MCCI facilitates direct ties between Moscow based
companies and firms and their counterparts overseas.
To this effect, it organises joint conferences,
seminars or consultations between representatives
of the business and scientific community in Moscow
and those of foreign states, as well as in staging
meetings and negotiations with the concerned parties.
In developing international presence, the chamber's
delegations have made successful trips to China,
Kenya, Greece, Turkey and Germany. The chamber has
signed treaties of cooperation with 30 foreign CCIs.
MCCI provides information services, conducts marketing
studies and analysis in the field of commercial
information not only within Moscow but across the
whole territory of RF, thanks to the wide scale
information system of regional CCIs. MCCI has its
own media "The MCCI Newsletter" (Vestnik
MTPP) that covers major standard provision acts
or current events and happenings in the economic
life of Moscow and the Russian Federation.
Since 1999, MCCI has participated in a voluntary
passportisation (certification) of Moscow based
commercial organisations, which helps them reduce
the level of economic risk, avoid non-trustful partners
and facilitates the approval of assigned municipal
orders. MCCI also promotes the consolidation of
efforts in safeguarding interests both of small
and medium sized businesses and MCCI's members-entrepreneurs.
Union of Chambers of Commerce and Industry
(CCIs) in the Central Federal District of
Russia
While contributing to revival and consolidation
of interregional economic relations Chamber has
signed agreements of cooperation with 22 reginal
CCIs. The MCCI along with 13 regions of RF has
instituted the Asscoiation of CCIs of the Cenral
Russia to be taken charge of by MCCI's President
Yury Kotov.
Basic tasks and objectives
1. Interactions and cooperation with the Office
of Plenipotentiary Representative of President of
RF in the Central Federal District, those with regional
power structures, interregional Associations of
economic collaboration between federal territorial
sub-units: "Central Russia" and "Central
Black-Soil Region";
2. Facilitation of shaping standard-legal-provisions
scope relating to entrepreneurship in the District;
3. Enhancement of the single interregional economy-wise
and information space;
4. Promotion of commodities at local and interregional
markets, inter alia, via holding of regional close-circuit
and overseas fairs and expositions;
5. Enlargement of cooperation between CCIs in the
field of foreign-economic exchanges;
6. Support for small-sized entrepreneurship, and
setting up indispensable pre-conditions for its
development;
7. Reciprocation by work experience, personnel training
and advanced education of staff in enterprises/organizations
- members of CCIs belonging to the Union;
8. Analytical surveys into the actual state and
prospects of development, in particular, of success-incept
kinds of activity
