INTRODUCTION
Rwandatel was created in 1993 in the frame of
the institutional reforms of the Communication
Sector with the help of the World Bank. Rwandatel
was created as the result of the separation into
two separate entities of the PTT (Postal and Telecommunications
services).
Rwandatel S.A. is a commercial company owned at
99% by the State. The remaining 1% is owned by different
institutions and companies. Late 2002, Rwandatel
should become privatized.

MISSION
STATEMENT
oProviding modern quality services and easy access
to telecommunication to the Rwandan population
REHABILITATION AND UPGRADE OF THE TELECOMMUNICATION
INFRASTRUCTURE AND HUMAN RESOURCES
-Replacing old switches
-Introducing state of the art services (prepaid
platform, virtual telephony and fax)
-Renewing and upgrading the cable network (fiber
optics for Kigali)
-Faster internet connections. Opening of a new
8 MB down link with IP Planet and up link of 4
MB
-Broadband access through ISDN connections and
soon wireless connections of up to 11 Mb.
-Periodic short term training programs for Rwandatel
employees to enhance their skills
BRINGING
THE TELECOMMUNICATIN SERVICES TO THE WHOLE
POPULATION
-Rural telephony as well as Internet connections
for remote areas (tele centers)
-Payphones in all provinces and main commercial
centers
-Real time data transmission in all provinces
(frame relay)
OUR ICT PARTNERSHIP
· Rwednet
-We contribute to the linking of Rwanda starting
with high institutions of learning. We are working
hand in hand with ministries and universities.
-We kick started the project by providing accommodation,
staff and communication facilities (phone lines,
fax, internet).
· RITA
-We work in conjunction with RITA and give assistance
through accommodation and telecommunication services
HOW
IT STARTED
· The center started as a project of a
school workshop of electronics and information
technology under the ministry of defense
· We received assistance from the UNDP.
· Today, the center is fully supported
by Rwandatel S.A. The center is a non profit organization
· The center was inaugurated on the 19th
of March 2002 by his Excellency the president
of the Republic of Rwanda, Paul Kagame
WHAT
WE DO
· The center provides skills to technicians
of the ministry of defense, demobilized soldiers
and the national police as initially planned.
· Today, the center trains all the professional
bodies interested in E-ICT as well. The training
is hands on technology and allows students to practice
what they learn.
· The center is aimed at proven Engineers/technicians
and also low skilled people.

OBJECTIVES

and Information Technology
· Allow Rwanda to follow the fast evolution
of technologies
· To become a national and regional pole
of excellence/an ICT regional HUB combining both
training and investments.

Going forward
· We want to set up an E-ICT techno pole
where an electronics industry will work hand in
hand with information technologies along with
a local staff of excellent quality.
· The Center will combine:
-Training facilities
-An entrepreneurship and investments planified
zone
· Supporting e-government:
-We provide free training for all ministries
(network administrators, )
-We support the government in all its endeavors
in becoming fully networked and IT oriented.
· Promoting gender in the E-ICT field
-We want to push women to embrace the field
(we are looking into partnering the ministry of
gender and the training center)
· Become an internationally recognized
testing center
- Applications have been made to the Vue testing
center in the Netherlands for Cisco, Microsoft,
ComptIA, Novell and many other programs.
-This will allow people from all over the world
to come to the Center and pass a test.
