The U.P. Group is a partnership created and lead by Dr. Umberto Petricca Zugaro, businessman, economist, acknowledged within and abroad Venezuela, versatile and a great visionary. Thanks to his creative capacity his companies occupy very important places within the social-economical Venezuelan scene.
He undertook his activities through Pedeca Construction, C.A. on the 20th of July 1955, becoming now a days one of the most important construction and route maintenance companies in the country. Since the moment of its creation, operations begin with great national vocation searching expansion, and it is because of this that during its 45 years of trajectory it has extended across the entire Venezuela with more than 200 related companies at national level and 35 Camps that generate construction materials (asphalt, sand, crushed stone, among others).
Under the tutelage of its founder and only president, Constructora Pedeca, C.A. gave itself the task of getting involved in great projects, confronting without fear every challenge that later turned into great successes, which allow the company to count on the support of qualified professionals in the civil construction area, materials, and equipment of the highest technology.

Workshops
The machinery equipment of the company provides the resources to confront the acquired engagements; each camp counts on its own workshops, and a grand overhaul center in Mariches, Miranda State, where our technicians repair all the machinery that is there emitted.
In the parts area, Constructora Pedeca acquires the majority of these on a local level, with offices in the United States, to make the original purchases that are not found in the Venezuelan territory.

1.- Location
The project in question is located in the Metropolitan area of the City of Caracas in the southeast sector in the outskirts La Boyera Urbanization, Municipio of El Hatillo of the Miranda State. Its exact location is on the Intercommunal Avenue Baruta El Hatillo, Los Geranios Sector of the Boyera Urbanization.
2.- Urban developments and services
The Residential Units Vista Hermosa is found in the South East sector of the city of Caracas, it is one of the main arteries of that sector, as is the Intercomunal Avenue Baruta El Hatillo, zone of greater housing development in the capital city. The target of buyers of the sector is within the A and B Status with high acquisition power. Proof of this is the great number of new housing developments in the neighboring zones, such as: El Hatillo, El Cigarral, Alto Hatillo, Oripo, etc. IN addition the population increment of the zone, has made way for the development of Commercial centers in the area, which continue to expand.

In all the towers that make up the Residential Unit Vista Hermosa, The apartment type all have the same distribution, the same as the apartments in the lobby, which are only differentiated by their terrace and or private patios.
5.1. - Apartment Type:
Are made up of the following surroundings: Living room, Dining room, Balcony, Kitchen, Laundry room and washing and drier machine area, Main bedroom with closet and private bathroom, secondary room with closet, Studio and secondary bathroom.
Each Apartment type is given two to one parking spaces, according to a list of designated parking spaces that is described in the condominium Document of the Residential Unit Vista Hermosa.
The approximate area of these apartment types is between 82.00 and 84.35 M² depending on its location.
5.2. – Pent House Apartments:
The main characteristic of the Pent House apartments is that they are duplex, which means that they have two levels.
The first level, has a entrance hall to the apartment, where the downward spiral stairs are found to access the upper level, living room, Dining room, Balcony, Main Bedroom with a walk-in closet, private bathroom and tub.
On the second level is the roofed area, where the downward spiral stairs is located, as well as a laundry area, with space for the drier and washing machine. There is an open-air area that is exclusive to the Pent house.
The approximate area of the Pent House Apartments is of 99.25 M² of apartment and 65.72 M² of terrace.
Residential and commercial projects
PROJECT PLAYA DEL SOL
Antecedents
The development plan is presented to the Public Authorities for them to consider the required permits, this being results of the modifications on the original project.
This project had obtained all the authorizations required by the law (see annexed list), including dispositions and regulations for its organic integration of the urban stretch, already existing and future, which have constituted elements for the planning that has been carried out.
In the year 1982, this important project defined as "Complejo Residencial Turistico-"Playa del Sol" was integrated, by MINDUR, to the URBAN DEVELOPMENT PLAN OF BARCELONA-LECHERIAS-PUERTO LA CRUZ>
Causes that have determine important modifications in the original plan that was already permitted.
Education:
The eastern region of the country (Anzoategui, Sucre, Monagas, Bolivar and Nueva Esparta) lack sufficient Universities to cover the growing demand for superior education.
Examples of this are the followings:
In the Santa Maria University of Caracas, a population above 34,000 students, more than 10 % of them (approximately 3400) coming form the East, far away from the families, object to great expenses and sacrifice, en general their dedication to their studies is inadequate.
The East Base of the "Universidad Santa Maria", built in record time, in the Las Garzas sector of Barcelona, for an alumni population of 2,000 students, has already subsided its capacity, the inscriptions this year reaching up to 6,500 students, determining the need for new spaces.
In Barcelona the "Universidad Nacional Experimental Simon Rodriguez", at the present moment is providing the inadequate and insufficient structures for its needs and cannot operate efficiently. At the moment the registered student population is of approximately 1,500. In a short to medium term the demand is expected to grow up until 5,000 students.
To satisfy the new expectations of the U.N.E.S.B., is thinking of building a new base in Barcelona.
The same capacity and equipment problem exists in the U.D.O. of Barcelona.
The "Gran Mariscal de Ayacucho" University, that operates in Cumana, Maturin and Barcelona, confronts serious problems with its installations, and secluded territories that do not know about future programs to improve the situation.
There are schools and Institutions spread throughout the region, where the alumini population registers because there is insufficient capacity in the University, and obviously this disorients the student’s vocation.
Sports and Culture
Other insufficient installations-alarming deficit because of the negative consequences it brings upon the physical and mental health, as well as the intellectual formation of the eastern population-these being sports, recreational and cultural in general.
Insufficient multi-sport installations properly equipped; almost non-existents parks and green areas to satisfy the needs for recreation and amusement; lack of adequate buildings for concerts, recitals, and other theatrical and cultural manifestations in general that characterize the region.
Tourism
The Conurbacion Barcelona – Lecheria- Puerto La Cruz brings together all the naturals elements that define it as a priority destiny in Venezuela.
Finish the existing infrastructure and develop new options, in a harmonious and respectful manner towards the environment, generate employment, well-being and improvement on the quality of life for the local population.
Housing
The existing deficit in this sector is too elevated at the moment and it threatens to extend itself in the coming years.
It is urgent to built economically reasonable housing for the middle high and middle low class that will cover the present need and demand of the near future.
The major deficit is case of housing that is leased.
MODIFICATIONS MADE ON THE ALREADY PERMITTED PROJECT
The Economist UMBERTO PETRICCA ZUGARO, owners of the lands where "Playa del Sol" are found, aware of the need of the population, specially in juvenile centers, would like to facilitate the access to Superior education, as well as sports and culture.
With these objectives in mind, regardless of the economical lost it could bring, it gives a significant portion of its lands to make possible the building of PARQUE UNIVERSITARIO SANTA MARIA (31.84 HECT) ad annexed PARQUE DEPORTIVO (21.66 HECT). With a total of (53.50 HECT) for the benefit of the eastern community of the country.
On the other hand, representing the TOURISM and natural vocation of the zone, with a demand in progressive growth and having "Playa del Sol" available with attractive environmental conditions that can offer competitive advantages for the tourist, which have been reinforced in this project, this sector (90.15 Hect) that is destined to become without a doubt, an important factor in the economical and social development of the eastern region, specially for the Sate of Anzoategui. On the 19th of October 1953 The "Universidad Santa Maria" was created, it was the first private University in the country, that came to fill a void and offer a large amount of young eager people, an excellent education, with the best knowledge imparted by its schools of Law, Pharmacy, Odontology, Accounting, Economy, Administration and Civil Engineering, in its main Headquarters located in the Caracas Urbanization "El Paraiso".
The desire for expansion took The Universidad Santa Maria to the Urbina, the east of the capital, where the university campus was built, incorporating the Industrial and Chemical engineering and more recently, The School Of Social Communications.
The original headquarters of El Paraiso was completely remodeled to turn it into the Center for Post graduate studies where extension courses are given and other areas of specialization, Masters and Doctorates, with a practical, functional, innovative concept in accordance to the nation’s reality.
Conscious that modern technology has changed the paradigms of teaching and learning and that superior education is called upon to constitute itself as the priority investment in our country and due to the dynamic educational increment of the Undergraduate schools, the University is promoting Extension courses for professional improvement in the different capitals of the States of Venezuela, offering Post-graduate courses and Masters in diverse specializations of the scientific knowledge for all the professionals that graduate with our Alma Mater.
Our University has put into operation the Scientific and Humanistic development Council with the objective of studying and coordinating the Investigation in the scientific area and in the dominium of the humanistic and social studies, The School of Pharmacy has initiated its development and in its investigation process has made generic pharmaceutical products that have been incorporated in the market, as well as food products, as in the case of Integral rice, that with all its success was recently taken by the president of the republic, on his visit to Asian countries. The Eastern base has continue the implementation of these councils promoting the center of investigation, that will assist the investigation needs of the Community of The University in general, and whose objective is to bond the university with the productive sector of the state of Anzoategui and the region, from this center graduating students will de guided in the realization of the Thesis, with subjects related to the processes of change which the country is now living. At the present moment a Judicial investigation march has been initiated through which Law seniors will in-depth the study of the Constitution of country, with the objective of knowing the constitution better in order to complement their studies consonous to the nation’s reality.
Continuing the expansion of the University, in 1994, the "Umberto Petricca" base comes into operation in Puerto la Cruz, later on in the year 2000, it initiates its activities in the state of Amazonas and coming soon will be the base in the state of Barinas.
These challenges complemented by the project of the World Communication Center that will be made up by El Norte newspaper, Channel Maximo Television (C.M.T), and radio Mundial, in order to contribute to the technological and communicational advances that are imposed by the globalization.
The expansion project of the university will come about with the construction of the desired University City. Since a decade ago, The Universidad Santa Maria has its main headquarters in La Florencia sector, of the Sucre Municipal of the State of Miranda, a few minutes away from the center of Caracas, with extended access routes with rapid circulation. The University Campus has 450.000 m² of territory, 150.000 m² in construction and 2 Km of internal routes. Modern installations are the highlight characteristics of the main headquarter, with broad and functional classrooms, laboratories that are fully equipped with the highest technology, extensive spots areas, plazas and large zones destine for vehicle parking.
