Background Information

The fuel and power complex is regarded key sector of the economy. Its condition impacts the functioning of industry, transport, housing and municipal economy, living conditions in general. The development of fuel and power complex will provide the economic growth of the region and country, and also the well being of the population.
The fuel and power complex assumes a large role in the industrial production. Its share currently accounts for 32 %. For the future, plans have been made to increase the rate of industrial production for the enterprises of the fuel and power complex. In the light of a favourable geographical location of Primorye, there is a strong possibility that Primorsky fuel and power complex will become a source of products for the Asian Pacific market.



Primorsky Krai possesses considerable resources of bituminous and brown coal, which can potentially provide for the Krai's demand for solid fuel. The industrial complex of Primorsky Krai is one of the leading in the Russian Far East region of Russia. The largest consumers of electrical power in the region are industries such as, construction, mechanical engineering, metalworking and mining.

FAR EASTERN POWER SYSTEM

The Far Eastern power system located in Primorsky Krai is part of the eastern interconnected power system of Russian national power grid Unified Energy System (UES). The available capacity of the Primorye electric power station is 2170 MW.
Within the last decade, the largest amount of electrical power was generate in 1992 (10976 mln. KW/h), reducing in the following years. In 1996, only 7682-mln kW/h was generated. The gradual increase started after 1996, with 8595,9 million kW/h generated in 2001.

The main power system enterprises are as follow: DalEnergo public company and LuTEC private company. FEMEC (Far Eastern Energy Management Company), a public, company controls the DalEnergo public company and LuTEC private company, both being subsidiaries of the Russian national power grid UES of Russia.

Artyom Thermoelectric Plant.



The plant was put into operation in 1936.
Fuel: Lipovtsy, Neryungri and Cheremkhovo use hard coal with the calorific power of an average of 5500 kcal/kg.

Azeysky and Kharanor use brown coal with the calorific power of an average of
2860-3800 kcal/kg.

· Yearly demand of fuel: Coal: 1359 thousand tons
Fuel oil: 8,4 thousand tons.

· Daily fuel consumption: Coal: 3,8 thousand tons
Fuel oil: 0.02 thousand tons.

· Installed capacity: Electric Power: 387 MW

Partizansk Regional Power Plant.

 

The plant was put into operation in 1954.

Fuel: Partizansk and Neryungri use hard
coal with an average calorific power of 5500 kcal/kg.

Fuel oil: 5.4 thousand tons.

· Daily fuel consumption: Coal: 1 thousand tons

Vladivostok Thermoelectric Plant-2.



The plant was put into operation in 1970.

· Fuel: Pavlovsk, Kharanor and Azeysky use brown coal with an average calorific power of 2600 kcal/kg.

· Yearly demand of fuel: Coal: 2706 thousand tons
Fuel Oil: 15.9 thousand tons.

· Daily fuel consumption: Coal: 6 thousand tons
Fuel Oil: 0.03 thousand tons.

· Installed capacity: Electric Power: 575 MW
Thermal Capacity: 1023 Gcal/h.

· Available power: Electric Power: 372 MW

· Equipment: 14*K3-210-140 boilers with steam rated capacity of 210 tons/hour each at 140 kg/cm2, and 6 turbines including two T-100-130 turbo generator, one T-100-120 turbo generator, one T-100/120-130-3 turbo generator, and two IIT-80/100-130/13 turbo generators.

Heating System Service.

The DalEnergo Heating System Service provides southern Primorye cities (Artyom and Vladivostok) with central heating from its own heat sources (three units) and two thermoelectric plants of the power system (Vladivostok Thermoelectric Plant-2, Artyom Thermoelectric Plant).

The main goal of the service is to generate, store, transfer and distribute heat to the users.
The main product is hot water and insignificantly steam for technical needs.



The Heating System Service has the following heat sources: Vladivostok Thermoelectric Plant-1, the Severnaya united boiler house consisting of Boiler House #1, Boiler House #2 and Snegovaya Boiler House. All heat sources use M100 fuel oil. Thermal exchange equipment comprises boilers for steam generating heat sources (Vladivostok Thermoelectric Plant-1, Vtoraya Rechka Thermoelectric Plant, Central Steam-Water Boiler).

The Heating System Service maintains heat on a distance of 145.1km (including 51 km in Artyom). In Vladivostok six thermal pumping houses and two drain pumping stations provide the heating system service. In Artyom region, by four thermal pumping houses.

The total DalEnergo employees are 11582, including 10095 operating staff.

ZAO LuTEC.

Luchegorsky fuel and energy complex (LuTEC), a private company, is a power and coal-mining company, the first one in Russia, established in 1997 by incorporating Primorye regional power plant and Luchegorsk colliery department.



Primorye regional power plant is the Far Eastern largest modular condensation power plant providing electric energy for the users in Primorsky Krai.

The equipment consists of three, two-boiler single turbine units with a 100 MW turbine generators and two *K3-220-100 boilers with steam rated capacity of 220 tons/hour each at 100 kg/cm2. One two-boiler single turbine unit with 110 MW turbine generator and two *K3-220-100 boilers, five single-boiler single-turbine with 210 MW turbine generators and *K3-670-140 boilers.

Installed capacity of the power plant is 1467 MW; the available power is 1199 MW, the operating power is 876 MW and the installed thermal power is 237 Gcal/h.

The design fuel is highly wet low calorie Bikin coal; therefore boilers are provided with coal pulverisation systems with pulverising fans and gas drying.

The operating personnel numbers is 7617 people.
