ADVISE THE GOVERNMENT ON ALL DECISIONS CONCERNING THE ELECTRICITY SECTOR
Proceeding with the restructuring of the electric sector (formulation of legislative and regulatory texts);
Exploring the possibilities of new concessions or licences (designing and developing);
Approval of electricity importation and/or exportation contracts on behalf of the State (approval of draft agreements submitted by the CIE);
The revision of the remuneration of the statutory company;
Exploring the possibilities of changing price rates and assessing modalities for their application;
Negotiating the new price structure with the statutory company.
CONTINUED COMPLIANCE WITH PAST REGULATIONS AND AGREEMENTS BY OPERATORS IN THE ELECTRICITY SECTOR
Monitoring on behalf of the State, the implementation of electricity importation and/or exportation contracts;
Regulation of the technical, financial and administrative powers of statutory companies.

ARBITRATION IN CONFLICTS BETWEEN THE ELECTRICITY SECTOR OPERATORS AND THE STATE
Arbitration in differences among the operators;
Arbitration in differences between the operators and the State.
PROTECTION OF USER'S INTEREST
Defending the user's interest by ensuring that public companies comply with their obligations as well as seeing about user's complaints;
Arbitration in differences between operators and users.
MONITORING AND CONTROL OF THE GAS SECTOR
Advise the State in the designing, development and monitoring of an exclusive judicial and regulatory provision for the transport sector, incorporating its transportation, distribution and sale;
Monitoring of the implementation of natural gas sale contracts;
Making a quarterly report on the compliance with production plan.
ASSISTANCE DURING IMPLEMENTATION
Preparing, negotiating and formulating periodic agreements;
Recommending possible sanctions to the State. |
