Lastly, Total holds a 13.6% stake in the Angola LNG
project for the construction of a liquefaction plant
near Soyo, designed to monetize the country’s
natural gas reserves. This project will firstly valor-
ise the associated gas coming from the fields on
Blocks 0, 14, 15, 17, 18, 31 and 32 and contribute
to a drastic reduction of gas flaring in Angola. The
plant is under construction with production expect-
ed to begin in 2012. Consequently, gas produced
on all the projects of Block 17 will contribute to feed
this plant.
HSE
In Angola, as in all countries where Total operates,
the Group gives top priority to safety, integrity of in-
stallations and environment and also gives a spe-
cial attention to control of hygiene on its work sites.
As a consequence, it is dedicated to master all the
risks related to health and security of workers and
of communities living in the vicinity of sites, all the
risks related to deterioration of the environment, of
the living habits of the local communities and all the
risks of bringing inappropriate answers to the expec-
tations of the communities and more largely of the
host countries.
In compliance with Total’s Safety, Health, Environ-
ment Quality Charter, the projects are launched only
following an environmental risk assessment that
covers their entire life cycle (air quality around the
facilities, preserving water resources, protecting bio-
diversity).
In Angola, along with the Ministry of Petroleum,
Environment and the INIP (National Institute of In-
vestigation and Fisheries), an environmental survey
campaign has been conducted on blocks 17 and 32
to measure the impact of the drilling activities, the
conclusion of which was that no traces of contamina-
tion or disorder were found.
Local Content
Since the beginning of its activities in Angola, To-
tal bound itself to develop the Angolan oil industry
through technology transfer program while recruiting
and providing professional training to local workers.
“Local content” refers to the set of actions - local
recruitment, training, purchases of local goods and
services - that are designed to develop the industrial
infrastructure and skills of inhabitants in countries
that host oil and gas projects.
In Angola, a substantial effort is done to increase the
proportion of nationals in the workforce. Integrating
local skills into all levels of the workforce is one of the
pillars of Total local content effort and a key compo-
nent of the recruitment policy.
CLOV, the latest project of Block 17 made Local
Content be a full part of the project development
concept in identifying whatever technology can be
transferred to Angola and the best ways to transfer
know-how to Angolans by implementing efficient
training programs. Total will be providing support to
local manufacturers, subcontractors and suppliers
for them to comply with the Oil Industry require-
ments in order to develop local capabilities without
compromising Quality, Health, Safety and Environ-
ment. Local Content has been integrated in con-
tracting strategy and a Local Content coordinator
has been appointed on this purpose.
Total E&P Angola drew up an “Angolanization”
charter in 2007 which attests to the subsidiary’s
drive to encourage the presence of Angolan em-
ployees at all levels. At the end of 2009, 950 of the
1300 employees of our Angolan subsidiary were
nationals, including approximately 350 managers.
Over 50% have been recruited over the last three
years. This rhythm of recruitment is set to continue
and requires important internal training capacities
in order to maintain a high level of competences
in the teams and to facilitate the integration of the
younger ones.
Corporate Social Responsibility
Total E&P Angola leads a transparent and solid
corporate social responsibility policy around three
main axes:
