An export flow line to the ALNG complex, in Soyo, is
currently under development, and is planned to be
inaugurated in 2012. Until that time the produced
gas will be re-injected with seawater to maintain
reservoir pressure.
Block 31: Development Program
Sonangol, BP and partners are jointly developing a
series of deepwater petroleum discoveries in Block
31. This joint development programme is known as
“The Program”. The first project in “The Program”
is development of the Plutao, Saturno, Venus and
Marte fields, collectively known as the PSVM, lo-
cated in the north-eastern part of Block 31.
The second development, located to the southeast
of Block 31, is currently in the final stages of engi-
neering design. The exploration of this block has up
to this stage been successful, and BP and partners
have announced 19 discoveries in Block 31.
Sonangol is the Block 31 concessionaire and BP
Exploration (Angola) Limited, as operator, retains
26.67%. Other participants are Esso Exploration
and Production Angola (Block 31) Limited (25%),
Sonangol EP (20%), Statoil Angola A.S. (13.33%),
Marathon International Petroleum Angola Block 31
Limited (10%) and China Sonangol with 5%.
The PSVM Project
As referred above, the first project of “The Program”
includes the Plutao, Saturno, Venus and Marte
(PSVM) fields, situated in the northeast sector of
Welder at Jack Ryan Drilling Rig in Block 31
BP Employees at the BP Supply Base, Sonils
Block 31, about 400 km North West of Luanda. The
PSVM lies at a depth of approximately 2,000m. Oil
production in this area is planned to start soon and
to grow progressively, achieving 150,000 bpd by
2012.
Health, Safety and Environment
Health and safety at work, as well as environmental
considerations, are at the centre of all BP activities
in Angola. The main goal is to avoid accidents and
injuries to people and the environment, as well as to
comply with all Angolan environmental legislation.
Stringent safety measures and environmental con-
siderations are clearly present in all directives of
BP. Rigorous safety standards are applied in all
countries in which BP operates, and first concern is
to ensure that all members of our teams and sub-
contractors return home safe at the end of the day.
HSE Standards
Safety measures and environmental concerns are
integrated from the start in the conception of all the
BP systems. During the project’s planning phases,
environmental impact studies are collected before
concluding the engineering design in order to allow
the inclusion of mitigation measures in the project’s
conception, having in line the reduction of any envi-
ronmental impact.
Compliance with the BP HSE standards is evaluat-
ed for all potential contractors who, once contract-
ed, are supported in all daily activities and receive
training to develop the highest personal safety
standards and risk evaluation at work. All accidents
