- The "Revolt of the Outlaws", particularly in
Quito, created the appropriate conditions for the mili-
tary to withdraw support to Lucio Gutierrezwhich led
to Dr. Alfredo Palacio González assuming the Presi-
dency.Palacio, previously Vice President of Ecuador
was voted in an emergency meeting in CIESPAL fa-
cilities after clear consensus emerged that Gutierrez
had abandoned his constitutional duties
The outlaw movement didn’tconsider political parties
as their partners but instead as opposition.Predomi-
nantly because of their disapproval of the widespread
corruption committed by politicians and their associ-
ates.
Alfredo Palacio appointed a ministerial team including
Rafael Correa as Minister of Economy and Finance.
2006
Aug.
- Citizen Rafael Correa was a candidate for
President of the Republic. Alongside his campaign
team (Alianza PAIS) they argued that there was a
lack of public credibility amongst traditional politicians
and underlined the importance of strengthening insti-
tutionalism.
Oct. 15
- Together, Rafael Correa and Lenin Moreno
progressed to the second round of elections to
contest the presidency.
Nov. 26
- At 43 years old, Rafael Correa Delgado was
elected President of the Republic of Ecuador with the
support of 56.67 percent of the electorate.
2007
Jan. 15
- Economist Rafael Correa assumed the
presidency of the Republic and Lenin Moreno Gar-
cés became Vice President. It would be a great chal-
lenge for them to deliver the promises stated in their
manifesto, especially with such tough parliamentary
opposition.

- Correa called a referendum on establishing
a Constituent Assembly to rewrite the constitution
which received overwhelming support from 81.7%
of voters.

- The Ecuadorian over 18 choose the 130
Assembly that elaborated the new Constitution of
the Republic of Ecuador, with a result that it is still
widespread support to the government of Rafael
Correa.60 percent of the representatives to the
Constituent National Assembly are in the movement
Country Agreement.
From 2007
InNovember 2006, Rafael Correawaselected for theperiod
2007-2011. The electoral margin was the third highest in the
current constitutional and democratic period (1979-2007),
second only to that of Jaime Roldós election (1979) and
that of SixtoDuranBallen (1992). TheConstituentAssembly
electionwasheldonApril 15andCorrea´sAlianzaPAIS took
themajority of the seats. The assemblywould sit for amaxi-
mum of 180 days with the possibility of a 60 day extension..
Because the new Constitution, had to call general elections
to appoint the authorities, with President Correa and in 2009
was re-elected in office in a single lap, a position he has held
sinceAugust 10 of that year.
