PEACE AGREEMENTS

By subscribing the Peace Agreements in December 1996, the government acquired approximately 200 specific commitments. Some of these are related to infrastructure. In the ´Agreement on Social and Economic Aspects and Agricultural Situation´ the government recognized that a ´strong and durable peace should be built on social and economic development oriented towards the common well-being, and which responds to the necessities of the entire population.

Summary of Peace Agreements commitments in infrastructure

The commitments related to infrastructure are found in the ´Agreement on Social and Economic Aspects and Agricultural Situation´, in the section related to the agricultural situation and rural development. To improve the situation in agriculture and to foster rural development, the government committed itself to:

  • Guide public investment and create a framework that promotes private investment towards improvements in infrastructure, in order to create sustainable production and commercialization, especially in poverty and extreme poverty areas.

  • Design an investment plan for rural development with emphasis on basic infrastructure (roads, rural roads, electricity, telecommunications, water and sewerage) and productive projects, with an amount of Q 300 million per year for the 1997-1999 period.
