The "Kyrgyzstan Aba Joldoru" joint-stock company is the national air company, which includes transportation services.

History of Kyrgyz Aba Joldoru

Previously a huge monopolist was passing through restructuring process in 2001, the reorganization program was developed by Ministry of Transport and communication and final project consisted in several stages: reorganization of national air company to joint-stock company, conducting coupon auction and further privatization of structural units of air company. The Parliament decided to carry out only first two stages. Two joint stock companies were created finally: one of them is responsible for air transportation and second one will direct its activities on the airport. Airport Manas is in more beneficial situation, which will be financed at the account of bif air companies working on Kyrgyz market. The same favorable situation is with Kyrgyz air navigation as the exploitation expenses are no so high and does not depend on fuel. The most difficult situation is with transporter.

The necessity to make structural change came earlier and this process would need time. Planned changes would allow to make more alive the financial and marketing activities on extending services market and separation of air transporter would allow to attract investments for modernizing aircrafts pool.

The renovation of the air traffic control system for the Osh airport was completed in 1998. The government of France was the lender for the renovation. The credit amount was 25,000,000 French francs. The credit is to be paid off over 10 years at 4 per cent (until October 1, 2007), with a 3-year grace period. The general contractor is the "Thomson - Airses ATM" company.
The lender for renovation of the Manas International airport is the Overseas Economic Cooperation Fund (OECF, Japan). The credit amount is 5,454,000,000 Japanese yen. Total period of credit repayment is 30 years at 2.7 percent, including a 10-year grace period. The government of the Kyrgyz Republic is co-financing this renovation. The co-financing amount is 680,000,000 Japanese yen. The consulting firm is the "CH2MHILL" company and the general contractor is the German company "Hochtief". The renovation was scheduled for completion in December of 1999.

The company's aircraft pool

The current aircraft pool includes a cargo carrying Il-76 plane, two - TU -154m planes that will fly until 2003, six TU -154b planes (two of them recently underwent
major repairs) and the rest of these planes must also undergo maintenance and repairs. Three out of six TU-134 planes will be used until the year 2005. There are also 9 Yak-40 planes, plus one more Yak-40, which can be used if it undergoes major repairs. The company also has four passenger carrying Mi-8 helicopters. In order to repair the aircraft pool in the coming years one will need 6 mln. 700 thousand USD.
A four-year lease for an airbus a-320 plane was concluded on March 23, 1998. Expenses for training of six teams (12 crew members and 32 servicing people) amounted to USD $500,000. According to the company, currently, the a-320 plane carries out 39 percent of all flights.



According to Timur Muratov, the previous president of the Kyrgyzstan Aba Joldoru, the company concluded an agreement (with the same Holland "Airbus Industry" company) to purchase two new A-319 planes. These airplanes are to be delivered in 2002.

The company's financial position



In 1998, the company had the following revenues and expenditures: revenues -866,332,793 Kyrgyz soms; expenditures - 924,490,171 Kyrgyz soms; losses related to running the A-320 aircraft - 58,157,378; profit from other types of activity - 16,684,614 Kyrgyz soms; total losses - 41,472,764 Kyrgyz soms.

Three years ago the demand in air transportation was significant, especially for shopping trips, but demand has decreased. During 1995-96, the company had a large
portfolio of orders for charter flights, which are highly profitable. Currently, the company plans to promote transit services and to use all TU-154 planes for cargo
transportation only. It is expected that an Indian cargo route offers good prospects.

Products

Seats Booking

Passengers have the opportunity to book tickets in advance. In this case they can apply to any agency of the Air Company or tourist agency. The seat confirmed is designated by code "OK" in an appropriate column of the ticket. Code "RQ" means that it is not possible yet to confirm the seat required.

Booking Confirmation

You are requested to acknowledge that you intend to continue the flight or use the return ticket in the case if you suspend your travel for more than 72 hours. For this purpose we ask you to contact the nearest agency of the Air Company where you have reserved your trip at least 72 hours before your plane departure. If you have not done this, unfortunately, your order can be cancelled.
Booking Cancellation

Please, refuse your reservation if you have changed your plans and you are not planning to travel. If you have not used the confirmed order, your further booking will be cancelled automatically.

Changes in Tariffs or Rules


Tariffs, charges or rules are considered valid if they have been effective on the day of the carriage beginning (i.e. on the day of the first ticket usage). If the carriage has already started, any changes of tariffs, charges or rules cannot be applied unless otherwise agreed. In the case of changes of tariffs (including those caused by change of currency rate), charges or rules, occurred between the date of the ticket issuance and the date of the carriage beginning, the passenger should make additional payment of the difference in the tariff, or this difference will be reimbursed depending on circumstances.

Exception is made for international tickets for carriages from points within Kyrgyzstan issued within the territory of Kyrgyzstan with reservation confirmed at least on the first international sector of the route, and which were paid before the notice of changes of tariffs, charges or rules, provided the reservation has not been changed on the route first international sector. Thus, the carriage contract, concluded by the passenger and the carrier (passenger ticket), is to be changed in the part regarding tariffs, charges and rules, at any moment between the date of the ticket issuance and the date of the carriage beginning.

Ticket Validity

Tickets paid according to the economic class tariffs are valid within one year after the date of the flight beginning. Traveling by tickets paid according to special tariffs provides certain limitation of the ticket validity period. When booking a seat or changing the reservation it is necessary to inform the Air Company of the ticket issuance with a special tariff applied. Failure to do so may cause passengers inconvenience and extra expenses.

Sequence in flight tickets effect

Flight tickets are considered valid only for subsequent carriage according to numbers printed on them. Flight tickets are not acceptable for carriage, return or exchange without appropriate passenger ticket. Flight tickets, which were not used, are considered invalid if the next flight ticket had already been used.



Children

Children less than two years old not are carried with payment in amount of 10% of adult ticket cost and have not right for free baggage transportation. Children from 2 to 12 years old pay 50% of the adult ticket cost. They have the right for their own seat and free of charge baggage carriage.

Baggage "weight system"

20 kg. baggage is allowed for free of charge carriage. Free of charge baggage carriage norm includes 5 kg. of baggage allowed for cabin carriage. Charge for 1 kg of extra baggage is 1% of one one-way tariff. The same aircraft, provided availability of free space or reserved place, carries extra baggage. In addition to above norms of free baggage carriage every passenger is allowed to carry free the following things: ladies' bag, coat, plaid, umbrella or cane, literature for in-flight reading, baby-carriage basket, folding wheel-chair and/or any medical equipment necessary for passenger during the flight. Passenger is responsible for non-registered baggage. Baggage tag is issued to passengers to confirm that the baggage is accepted for carriage. Before the registration on every baggage place a permanent or temporary inside and outside address should be written. Passenger should designate on the baggage the same name as in the ticket. Baggage should be closed properly to avoid opening during the flight.

Passports, Visas, Medical Certificate

Joint-stock Company National Air Company "Kyrgyzstan Airlines" and tourist agencies as well are glad to provide detailed information on passports, visas, medical certificates and other documents issuance procedures. Nevertheless, they can't be responsible for documents filled-up incorrectly. Without passport, visa or medical certificate filled-up properly as required by departure, transit and entrance states passenger may not be accepted for carriage.

Airport Fees

In many airports the airport fee from passengers is charged before departure to other country.



Passengers Check-in Before the Flight

Passenger should arrive at airport for the ticket and baggage check-in:
- 3 hours before departure of international flight.
- 2 hours before departure of domestic and C.I.S. flight.
Check-in finishes 40 minutes before the flight departure.
Documents required for international flight ticket issuance.
- International Passport with leaving and entrance visa
- Vaccination Certificate (if required by sanitary regulations).
