WORK PROGRAMME OF THE ELEPHANT OF AFRICA

Objectives

  • absorbing public utility infrastructure deficit recorded in the 1980-1993 ;

  • intensifying economic recovery registered since 1994 ;

  • turning the private sector into the main engine of economic activity and growth.


  • Promoting the programme

  • making a presentation film and a series of documentary supports (project profiles, brochures ;

  • organising meetings with potential national and foreign investors and donors' community during forums organised in Côte d'Ivoire or during economic promotion missions undertaken by the Government.

    Implementing the programme

  • Concession of infrastructure of BOT or BOO type projects to enable the State to conciliate profitability objectives and social functions of private investments in infrastructure and ensure an effective and rigorous supervision of the transferee ;

  • Favouring bidding for the selection of the transferee ;

  • Setting up of a regulatory framework for private sector operations in financing, construction and operating of public utilities projects.


  • STOCK ASSESSMENT OF THE PROGRAMME LAUNCHED (officially launched in February 1996)

  • 9 projects sold off, out of which:

  • four project definitively conceded and being implemented (modernisation and extension of the Abidjan international airport, Abidjan - Yamoussaoukro Motorway, the Riviera - Marcory Bridge, Third Thermal Power Station) ;

  • five projects provisionally conceded (concession convention in the course of negociation: Abidjan - Bassam Express Way, Sud - Banco Bridge in Abidjan, Slaughterhouse of Abidjan - Anyama, Abidjan, intercity Coach station, Abidjan Fair ground).

  • Three invitations to bid remaining to be launched: Jacqueville Bridge, Urban train, Olympic Stadium in Abidjan ;
