GUE – Guichê Único de Empresa – is a new public ser-
vicewhose objective is to facilitate the processes of consti-
tution, alteration and extinction of companies and similar.
In August 2003 the Angolan government established
the Guichê Único, or one-stop shop, to simplify the
process and reduce the time required to register a
company by unifying procedures required by various
government ministries under one roof. However, the
Guichê Único lacks authority over other government
ministries, which must approve licences, permits and
other requirements, and thus has encountered great
difficulty in expediting company registration. Nonethe-
less, the Guichê Único succeeded in issuing 320 new
business licences in 2005, more than double the 151
issued in 2004.
In 2006 it established a website that will permit online
registration. GUE has delegations in all the public ad-
ministration bodies and services responsible for this
activity, namely: Ministry of Justice; National Directo-
rate of Registrars and Notaries; Ministry of Finance;
National Directorate of Taxes; Ministry of Planning;
National Institute of Statistics; Ministry of Commerce;
Legal Cabinet; Office of the Cabinet of Ministers; the
national press.
Available services include: granting of the admission
certificate; granting of the public writing; statistical
registration of the company or firm; registration in the
commercial register; publication in the press; collection
of the fees due; attribution of the contributor number.
Philosophy/purpose of the service:
• Stimulate entrepreneurship with a view to the devel-
opment of the entrepreneurial community, the creation
of jobs and wealth.
• Monitor social and economic development.
• Provide a technical specialized service to advise
and aid compliance with the legal requirements and
provide other services and information about entrepre-
neurial activity.
By concentrating all of its services in a single physical
space, GUE achieves the reduction of bureaucracy
and a streamline process, thus promoting the eco-
nomic development of the country.

Founded in 1997, the Jomac COMMERCIAL LTD is a
100% Angolan company specialized in cleaning, dis-
infection, preservation of property, cleaning and paint-
ing of buildings fronts, maintenance, air - conditioned,
gardening, washing of carpets, interior of vehicles and
aircrafts. Jomac employs about 230 employees and
provides services primarily to the Ministries and Public
Enterprises.
Jomac COMERCIAL, LDA, is fully qualified to provide
such services or possible intervention as it has gained
great experience since 1997. About 44% of the market
for cleaning and disinfection in Luandais covered by
Jomac, and it is also present in Lubango, Namibe and
Cunene.
The cleaning company has very good references such
as the Office of the First Minister, the headquarters of
the MPLA, the Ministry of Energy and Water, the Min-
istry of Petroleum, the BPC, KPMG, hotels and restau-
rants, and Stadiums.
The teams are ready to work with specialized up-to-
