The Zambia Information and Communications Tech
nolog\ $uthorit\ (Z,CT$) is an ,CT 5egulator\ bod\
responsible for regulating the ICT Sector in Zambia.
,t falls under the Ministr\ of Transport, :orNs, Suppl\,
and Communications and derives its mandate from the
three$cts, the 3ostal Services $ct no. 22 of 2 , Elec
tronic Communications and Transactions Act no. 21,
and the Information and Communications Technologies
(ICT) Act no. 15 of 2009. It is often referred to as “the
$uthorit\.´
The $uthorit\ is overseen b\ a %oard of the $uthor
it\ consisting of nine none e[ecutive members and all
decisions are e[ecuted b\ the 'irector *eneral and is
supported b\ an e[ecutive team with e[pertise in law
and enforcement, economics, technical and engineer
ing, information technolog\, and finance.
ZICTA is mandated to regulate the provision of elec
tronic communication services and products in Zam
bia, monitor the performance of the sector, administer
the Countr\ Code Top /evel 'omain (ccT/') as well
as electronic addresses, disseminate information and
promote the participation b\ the public in the provision
of electronic communication services, provide for a na
tional freTuenc\ and numbering plan, set standards for
the ICT sector, promote competition in the sector and
regulate tariffs charged b\ operators offering electronic
communication services, protect the rights and inter
ests of consumers, service providers, suppliers, and
manufactures, and manage and administer two other
pieces of legislation: the Postal Services Act no. 22 of
2 and the Electronic and Communications Transac
tions (ECT) $ct no. 2 of 2 .
$s a regulator of ,CTs, the$uthorit\’s overall mandate is
the maintenance of a delicate balance of the interests of
all staNeholders in the sector.
