The Electronic Communications and Transactions

business, and the Postal Services Act provides the
legal frameworN for regulating postal and courier
services.

Zambia is a member of the Pan African Postal Union
(3$38). 3ostal services are operated b\ the Zam
bia Postal Services Corporation (ZAMPOST), which
has a nationwide networN of post offices and outlets.
The government has been constructing and rehabili
tating post offices in order to facilitate the provision
of ICT and Postal services in underserved areas.
Post offices provide an effective distribution channel
for ICT products and services to rural areas.
3rivate courier service providers such as '+/, T1T,
and FedE[ also operate within the countr\.
Media and broadcasting
The liberali]ed media industr\ has e[perienced ad
ditional private sector participation and the emer
gence of new media institutions, with the electronic
media now dominated b\ the private sector. Three
television and seven radio stations are owned and
controlled b\ the private sector.
The state owned Zambia 1ational %roadcasting
Corporation (Z1%C) offers two television channels,
Z1 %C T9 and Z1%C T92, which broadcasts in
highl\ populated areas. 3rivate television broad
casters include Multi Choice Zambia, Trinit\ %road
casting 1etworN, and C$S$T. 8nder the Si[th 1a
tional 'evelopment 3lan, the government intends to
extend television services to all districts in Zambia.
Radio
Z1%C has three radio services made up of 5adio
2. FM (seven languages), 5adio 2 . FM
(English), and 5adio .2 FM (English). The pri
vate radio stations are 5adio 3hoeni[ (/usaNa),
,cengelo (.itwe), Christian 9oice (/usaNa), 5adio
ChiNuni (Mon]e), 5adio Ma]abuNa (Ma]abuNa),
5adio Maria (Chipata), and 5adio <atsani (/usaNa).
New
spaper
The state owned newspapers in Zambia are the fol
lowing the state owned Zambia 'ail\ Mail, Times
of Zambia, and Sunda\ Times. The privatel\ owned
newspapers are the following: The Post, The Moni
tor, and The People.
INVESTMENT OPPORTUNITIES
The ICT sector of Zambia is under constant devel
opment and has outstanding investment potential.
Zambia has begun using submarine fiber optic
cables, and this has led to significant price reduc
tions in broadband services. Third generation ( *)
mobile broadband services have also been made
available in the countr\.
The countr\’s first /TE networN has recentl\ started
its trial operations, and several ISPs have launched
:iM$; wireless broadband networNs. The mobile
voice marNet is currentl\ approaching saturation
however, the government is considering issuing a
fourth mobile license.
Software development, human resources training,
and manufacturing and assembling ,CT eTuipment
are the countr\’s top priorities when it comes to ,CT.
The government also plans to continue expanding
,CT services to people in areas that currentl\ have
little to no access to them. ,CT enabled services
present another opportunit\ for growth within the
Zambian ICT sector.
The sector is prepared for investment, and inves
tors can count on a number of advantages. It has
been liberali]ed, it is growing Tuite rapidl\, invest
ments are secure, and it is not nationali]ed. More
over, there are unlimited repatriations of profits. The
regulator\ environment is also strong, as there are
no consumer subsidies or price controls. In an effort
to open up the domestic marNet, tariffs have been
reduced.
