(ICT) Act No 15 of 2009 ushered in a new licensing
frameworN. 8nder the new licensing frameworN, the
licenses issued b\ the authorit\ are categori]ed into
1etworN and Services /icenses. The new licensing
frameworN allows for all mobile operators to be is
sued with ,nternational *atewa\ licenses. ,n order
to improve the ease of doing business, the license
fees for operating an international gatewa\ were
reduced from an eTuivalent of 2 million 8S' to

enabler of development. Indeed, the government
would liNe to see ,CT infrastructure and services
eTuall\ distributed, affordable, and available to the
greatest possible proportion of the population.
In order to promote the sector’s growth, the gov
ernment pursued liberali]ation policies directed
towards the telecommunications sector in 1994.
Since the liberali]ation of the communications sec
tor, man\ positive developments have taNen place in
telecommunications, broadcasting, and information
communications technolog\ (,CT). The deregula
tion and privati]ation of wireless technologies have
opened up new areas of potential investment.
$rising from the liberali]ation of the sector, there
has been stead\ growth in infrastructure develop
ment and subseTuent roll out of services. 2n 2
March 2007, the government launched the National
,nformation and Communication Technolog\ 3olic\
to guide its developmental agenda. Furthermore, in
order to stimulate growth and recogni]e the evolu
tion of Information and Communication Technolo
gies, the Zambian Parliament enacted the Informa
